Project Officer - Tourism Development Role is based in Derby, WA and relocation support is provided to the successful candidate. About The Role: The Project Officer will be responsible for creating culturally appropriate experiences that align with Dambimangari Values. The Project Officer will work closely with the Traditional Owners, Stakeholders (DBCA, Tourism WA, tourism operators, community) and current consultants to launch and secure the successful operation of the proposed tourism products. About Garaan-ngaddim (Horizontal Falls): Garaan-ngaddim, also known as Horizontal Falls, is a powerful and sacred place of extreme cultural significance to the Dambimangari people. The falls are located in the coastal McLarty Ranges within Talbot Bay in the Kimberley region of Western Australia. The area is a registered cultural heritage site and has been a place where Dambimangari people lived year-round, feeling the presence of their ancestors. The Traditional Owners have long advocated for the preservation of cultural values and have decided to cease boat access through the gaps starting in 2026 to protect the site's sacred significance. About Us: We are the Traditional Owners of the land and waters along the north-west Kimberley coastline, extending from just north of the Robinson River to the Prince Regent River. It has been our home for many thousands of years. We carry the cultural responsibilities of our ancestors to look after Country. Our Country is of great conservation significance, home to many threatened and endemic species, mighty rivers, coral reefs, powerful whirlpools, rugged cliffs, sandy beaches, and more than 700 islands. Dambeemangaddee are part of the Wandjina Woongudd community. We all share a unique body of beliefs and cultural practices going back to Lalai, the Dreaming when the creator beings Wandjina and Woongudd helped shape the land, sea, heaven, and all living things in our Country. They set out how we must look after culture, plants, animals, people, and country to keep them healthy. We maintain strong connections to our land through our Law, Culture, songs and stories. We visit our Country when we can and have set up homeland communities on our remote coastline. We want to return to Country, live on our homelands, regain control, and teach future generations. About The Corporation: Dambimangari Aboriginal Corporation (DAC) provides a unique opportunity to work closely with Aboriginal people in one of the most remote, spectacular regions of the Kimberley. DAC is a small Aboriginal Corporation dedicated to the benefit of our members, Dambimangari Traditional Owners. DAC is the governing body for all Dambimangari business on behalf of our members, and in line with traditional Law and Culture. We employ more than 30 staff, the vast majority of whom are Traditional Owners. The Corporation’s key functions include: Managing Native Title including engaging with mining, tourism and other access and development proposals. Members’ Services like health and education. Land and sea management (Indigenous Protected Area, Ranger Program & Jointly Managed Marine Park including fire, ferals, weeds and marine patrols). Cultural heritage management. Economic development. Visitor Management. Cultural programs. Remote infrastructure. Corporate Services including finance, administration & payroll. Duties will include: Develop and implement tourism opportunities that respect and promote Dambimangari cultural values and heritage. Collaborate with Traditional Owners to ensure cultural appropriateness and authenticity of tourism experiences. Engage with stakeholders, including DBCA, Tourism WA, tourism operators, and the community, to align tourism initiatives with broader regional strategies. Work with consultants to plan, launch, and manage new tourism products. Monitor and evaluate the success of tourism initiatives, providing regular reports and updates to DAC management. Support the implementation of the Garaan ngaddim Tourism Opportunities Plan and Feasibility Study. Coordinate on-country visits and assessments to identify and plan future tourism experiences. Foster mutually beneficial relationships with existing operators and the tourism industry to build a culturally appropriate and sustainable pathway. Leverage business experience in the context of nature, culture, and protection to develop and manage tourism products that are economically viable and environmentally sustainable. Conduct targeted consultations with stakeholders and community groups. Identify relevant funding opportunities and work with DAC staff and stakeholders to identify grant and sponsorship applications/submissions and acquittals. Qualifications and Experience: Possess relevant tertiary qualifications in tourism, project management, or a related field, or demonstrate equivalent experience. Demonstrated experience in developing and managing tourism projects, preferably within an Indigenous context. Strong understanding of Aboriginal cultural heritage and the ability to work respectfully with Traditional Owners. Excellent communication and stakeholder engagement skills. Business experience in the context of nature, culture, and protection, with a focus on creating economically viable and environmentally sustainable tourism products. Proven experience working with Traditional Owners and managing cross-cultural issues to achieve joint management, cooperation, and collaboration on tourism projects and programs. Strong project management skills, including the ability to coordinate, schedule, and monitor various activities effectively. Ability to work both independently and as part of a team in diverse settings.
