a high-performance culture and to support integrated operations.About the Project The Department of Transport and Planning is currently working towards integrating its Learning Management System (LMS) into its Human Capital Management Program (HCMP) - a joint initiative between the Learning and Development (L&D) and HCMP change teams.Known as VicGov People, the aim is to transition existing legacy HCM applications to a Cloud platform, in line with the whole of Victorian government direction.VicGov People includes several Human Resource (HR) functions across the department, with business ownership and engagement of the initiative being led by the People & Culture division.The current transition phase is the migration of the LMS.About the Role The HCM Specialist (L&D and HR) sits within the Department of Transport and Planning (DTP) Learning and Development (L&D) team, helping to drive the Whole of Victorian Government's (WoVG's) initiative to implement SAP Success Factors.This role will assist with the implementation of Phase 2 of our new SAP SuccessFactors human capital management system - of which a primary deliverable is the Learning Management System (LMS).The position will provide specialist advice on moving the LMS to the SAP system, representing L&D in all project meetings run by the HCMP team, reporting, and liaising with the wider L&D team, actively participating in system and process testing and supporting a sustainable transition for the LMS admin and those who use the system (all DTP employees and leaders).Your outcomes and accountabilities Develop strong relationships and provide sound advice to key stakeholders in L&D, HCMP and across DTP, understand any nuances in current processes and be a trusted advisor to project managers, leads and external consultants.Represent insights and feedback from all key groups to ensure that the design considers a wide range of viewpoints.Understand operational and strategic priorities when providing advice on design and build of HCM processes.Support end to end testing of the new system and process before launch, including assisting with training when required.Use skills to influence change and best position the organisation to adapt to system changes being implemented, assisting the organisation to embrace and advocate the changes.Work closely with key stakeholders to embed the new LMS process and system.Use conceptual and analytical skills to develop solutions that will result in business improvements.Key Selection Criteria We are seeking a skilled professional Factors experience across LMS modules, as well as experience with Moodle (legacy LMS system).Experience with Open Text would be highly regarded.Sound judgment and demonstrated experience in operational decision making to ensure design decisions are consistent and aligned.Excellent problem-solving skills, with a sound understanding of operational processes that can be used to assist in designing and optimising HCM processes.Experience in building and maintaining strong and effective relationships across a range of stakeholders.Demonstrated success adapting to a fast-paced
