The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. We're delivering world-class health facilities across Victoria including new public hospitals and emergency care, community health services, ambulance branches, residential aged care and mental health facilities. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines.
The opportunity
The Director, Commercial will report directly to the Deputy Project Director and Executive Project Director but also work with the Executive Director, HVHR to provide authoritative specialist input into the development and delivery of commercial, financial, legal, government policy, insurance, and other strategic requirements for VHBA's HVHR projects particularly those projects delivered as Public Private Partnerships. The Director, Commercial will regularly engage with and have significant interaction at senior levels with health service providers such as Western Health, and key Program areas within VIDA and within various other Victorian Government departments. The position will also represent VHBA with the private sector counterparty and its various consortium partners.
What we are looking for:
1. Experience leading multi-disciplinary commercial, financial, and legal project team, contractors, and external consultants, to provide authoritative, strategic, and expert advice, negotiate and liaise with key internal and external stakeholders
2. Providing authoritative, strategic, and expert guidance, direction, and advice across procurement, commercial, financial, legal, insurance and government policy workstreams to ensure the successful delivery of the NFH Project on time and on budget and to ensure compliance is met
3. Applying operational and risk management principles and strategies in a highly complex, dynamic, and sensitive operating environment
4. Oversee and manage the review of the Development Phase Program, including analysis of program updates, work progress and changes of Development Activities, and analysis of delay claims
5. High Value High Risk and Public Private Partnership Expertise – demonstrable knowledge and understanding of Government's High Value High Risk and Partnership Victoria policy frameworks, including experience in the procurement and delivery of Public Private Partnership projects (whether for Government or the private sector).
