This role is suited to someone with a background in property upgrades, building or asset management, and a commitment to ensure good management of government property. Working in a team, you will assist with ensuring the building assets managed by iCBR are managed well through the lifecycle. You will need to be able to see the big picture, be able to forward plan and build a case for the required resources and priorities. This role may supervise other staff providing operational property management, strategic asset management or ensuring the portfolio of properties are upgraded and maintained to agreed standards. The Project Initiation, Planning and Development team within iCBR has an overarching view on the buildings, develops and maintains asset registers and plans, forward plans asset upgrades, acquisition and disposal of assets and includes sustainability planning improvements. The team ensures that buildings are maintained, and inspection programs are in place, reactive maintenance is managed effectively, and leasing is maximised to provide return to government. The team also provides advice on emerging issues across the estate. iCBR provides expert property management and maintenance services to the ACT Government and the community. The group manages and maintains buildings and property that enable the ACT Government to provide government and community services. The group supports the ACT Government’s delivery of its services through flexible, efficient and cost-effective accommodation solutions and property services. Community services and support are also enabled through the provision of properties to community organisations at affordable rental rates. iCBR operates on a fee for service basis with a requirement to provide a dividend to government. WHAT YOU WILL DO Under general direction, undertake work required for the delivering the team’s responsibilities and tasks which may include: Assist with management of Infrastructure Canberra’s owned property portfolio on behalf of the agency to ensure viability and sustainability of asset base. This may include: Developing and managing strategic asset matters including asset management plans and planned maintenance programs, planned upgrades program, business cases and budget submissions for the capital works program, unforeseen works program, procurement plans, directing building inspection programs, owned property evaluations, receipt and handing on of buildings with changed custodianship. Planning and implementing improvements to properties, monitoring and assisting with reporting on property upgrade programs and ensuring upgrade delivery partners provide quality services and outcomes; or Liaise with other areas of Infrastructure Canberra to ensure a coordinated and consistent approach to building management. Assist with management of Infrastructure Canberra-owned property assets on behalf of the agency to ensure viability and sustainability of asset base as part of the broader team responsibilities. Oversee and/or manage projects and programs including capital works, consultancies, building upgrades, and sustainability improvements in conjunction with relevant project delivery area. Manage procurement contracts as they relate to non-tenant elements of managed properties e.g. Property maintenance projects, Strategic forward planning, Consultancy services and building owner representatives duties. Work collaboratively with other teams to manage and allocate project costs and invoices relating to building project and program costs. Develop and provide technically authoritative advice to other Infrastructure Canberra staff and managers on property strategies and decisions. This may include analysing and reporting on analysis of building performance, return on investment and other performance metrics relating to the Estate. Utilise computer programs including Microsoft Office suite, property management programs, databases and property management programs to deliver high quality outcomes. Professional / Technical Skills and Knowledge Demonstrated understanding of and experience in property and/or facilities management preferably in government or commercial environments and skills and experience in one or more of the following: project management; risk management; contract management; and/or ACT government procurement processes. Demonstrated understanding and experience in asset management for commercial property and buildings including preparation of asset planning documentation, programming planned upgrades, managing unforeseen works and an ability to undertake research and analyse complex and technical information, providing sound advice to senior officers. Well-developed communication (written and oral), interpersonal, representational and negotiation skills, including demonstrated ability to establish and maintain effective communication and working relationships with internal and external clients. Excellent interpersonal skills and demonstrated ability to lead, mentor and develop a client focused team and foster a positive and productive working environment with a strong commitment to continuous improvement.
