Primary objective The Business and Finance Manager is responsible for providing high level strategic, business and administrative advice to the Public Guardian and Trustee and the organisations leadership team. A key focus of the role is the development and delivery of strategic business services provided to the leadership and broader teams to support and enable the effective and efficient functioning of the office. Context statement Public Guardian and Trustee is an independent statutory body that exercises Public Guardianship powers and functions. The office promotes and protects the rights and interests of adults with impaired decision-making capacity resulting in the need for a guardian in the Northern Territory. Key duties and responsibilities 1. Lead and manage staff to enhance performance and support workforce planning. 2. Provide financial management advice on budgeting, procurement, and administration to the executive cohort. 3. Oversee financial services, including taxation and investments, and report on these activities. 4. Manage annual audits for the Public Trustee and finalise financial statements, ensuring compliance with governance frameworks. 5. Develop and implement risk management and fraud prevention strategies, collaborating with senior management on mitigation efforts. 6. Coordinate budget development and prepare financial reports and statements, ensuring corporate governance. 7. Assist the leadership team in identifying service delivery issues and enhancing performance. 8. Represent the organisation on departmental committees and oversee procurement compliance. Selection criteria Essential 1. Proven ability to deliver strategic advice on corporate functions while mentoring and overseeing team performance. 2. Demonstrated expertise in high-level budget management, agency financial systems, financial reporting, and effective communication of financial information to stakeholders. 3. Ability to build and sustain professional relationships with managers, colleagues, and external organisations while managing shifting priorities. 4. Proven skills in problem-solving, negotiation, continuous improvement initiatives and advocacy, along with excellent time management and the ability to work independently or collaboratively. 5. Demonstrated knowledge of software packages, databases, and data analysis techniques, alongside an understanding of record management and relevant financial frameworks. 6. Proven understanding of government processes, decision-making frameworks, and core values, as well as knowledge of policies and operational mechanisms. Desirable 1. Tertiary qualifications in business, finance, accounting, human resource management or similar.
