The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
The Government Procurement team members play a key role in servicing internal and external stakeholders. It is a flexible and agile environment and having the ability to work across several areas in the group is critical.
About the role
This is a critical role that provides support on the sourcing and management of non-ICT Whole of Victorian Government State Purchase Contracts.
The Procurement and Category Management (PCM) team develops, implements and manages whole of Victorian government procurement strategies, initiatives and relationships impacting on whole of Victorian government spend on non-ICT goods and services.
The PCM team manages a diverse range of projects and initiatives with a wide-ranging mix of stakeholders from across Victorian government departments and agencies, industry groups and suppliers of goods and services.
About you
To be considered for the role, you must be able to demonstrate:
1. Ability to support end-to-end sourcing activities as well as contract and category management experience with an ability to apply procurement policies, standards and guidelines in an effective manner.
2. High level written and verbal communication skills, including the preparation of meeting minutes, briefs, letters and reports for senior managers and Ministers.
3. Strong analytical and conceptual skills with experience in developing and documenting new processes, procedures and supporting materials.
4. Strong stakeholder relationship skills with an ability to develop collaborative and effective relationships with a broad range of stakeholders
5. Ability to work independently and as part of a team, with a diverse workload and competing priorities.
Key accountabilities
6. Provide support for end-to-end sourcing activities across a broad range of goods and services categories with an ability to apply Victorian Government Purchasing Board policies, standards and guidelines in an effective manner.
7. Facilitate and manage sourcing activities that utilise existing State Purchase Contracts to support larger procurement projects across the team.
8. Undertake selected category and contract management activities including category and contract analysis, the monitoring of supplier performance, engaging with contract business owners and proactively identifying improvement opportunities.
9. Proactively contribute to the development and achievement of team deliverables, goals and strategies.
10. Contribute to the documentation and development of policies, procedures and process improvements to maximise the efficient and effective delivery of the Procurement and Category Management team deliverables.
11. Develop and maintain cooperative relationships with stakeholders, constructively working to resolve issues or escalate as appropriate.
