(REED) is a not-for-profit organisation established to govern and manage multi-site (currently 25) Early Childhood Education and Care (ECEC) services located throughout regional WA. Our Mission is to contribute to the development and wellbeing of children, families, communities and the Regional WA Region by delivering high quality, sustainable ECEC services. About the Position Working at our head office, this is a permanent part-time position (0.5FTE) with the option for full time (1.0FTE). Reporting directly to the General Manager (GM), the Finance Manager will oversee the organisations financial management. This includes areas such as compliance, analysis and reporting, budget setting along with audit management. They will also lead the Finance Team with day to day support in accounts payable/receivable, reconciliation and payroll. Primary Responsibilities Provide financial management, funds management, budgeting and financial analysis for the organisation; Oversee the continuous improvement strategies for finance; Ensure the organisational integration of IT and communications systems and processes; Ensure regulatory, legal and fiscal compliance across all aspects of the organisations finance including ATO, BAS, grant funding management and acquittal; Lead, guide and support the Finance team. General Management Oversee quality assurance and quality management across the organisation. Decision-making, reporting and other responsibilities within agreed delegations. Management of change through the implementation of Change Management processes Ensuring good communication throughout the organisation. Communication and reporting to the Board through the GM and communicate Board decisions to your team and providing input from your teams to the Management team. Input to the strategic directions for REED and overseeing implementation of the Strategic Plan. Perform your duties in line with the expected team member conduct to create and contribute to a harmonious and effective Management Team. Financial Management Provide assistance and input to the preparation of funding applications and tenders, especially key applications and tenders for new services and programs or for services, projects or programs that have an organisation wide focus. Ensuring the financial requirements of the organisation are met. Ensuring budgetary control, including regular review of managers’ financial reports against budget. Specific Responsibilities Development and implementation of policies, procedures and systems, with financial Quality Assurance requirements. Management and supervision support for Finance services staff. Development and review of annual budget. Develop organisations Annual Report Attend Board and sub committee meetings as required including but not limited to the Financial and Audit Committee Professional Development Participate in regular supervision and development of KPIs with GM Participate in professional development where appropriate. Required Skills, Knowledge, Qualities, Experience & Qualifications Essential Tertiary qualifications from a recognised institution in a relevant discipline: Accounting, Business or Management with equivalent proven experience. Highly developed skills in corporate management with a strong knowledge of corporate governance requirements and management processes, including policy development, implementation and review. Effective written communication skills. Established understanding of internal control and risk management practices. Strong conceptual and analytic skills and ability to think strategically. Well developed interpersonal skills with demonstrated team leadership and a proven ability to build and maintain workplace relationships Current working with children check and WA police clearance Drive and commitment. Desirable Cultural awareness.
