The DfEis searching for a Strategic Procurement Lead who will beresponsible for leading and managing the development, delivery andevaluation of critical ICT procurement and contract managementprograms, projects and services. The role leads the development,implementation and evaluation of procurement plans and strategieswhich ensure best practice management and the successful deliveryof the full lifecycle of end-to-end procurement and contractmanagement for ICT Services.
Thisposition also leads and manages the development, implementation andmonitoring of strategic and operational procurement strategies,develops and monitors contract management plans and provides expertconsultancy to ICT Services executive, management andstaff.
Keyresponsibilities for the role include :
1. Lead and manage the development, implementation and evaluation of critical ICT procurement and contract management programs, functions and services in compliance with Government legislation and Departmental policies and processes.
2. Lead the development, implementation and evaluation of procurement plans and strategies which deliver the full lifecycle of end-to-end procurement and contract management services for ICT Services with a partnership approach.
3. Lead and manage the development, implementation and monitoring of strategic and operational procurement strategies, processes and reporting including the development and monitoring of contract management plans and associated procurement artefacts.
4. Lead, manage and evaluate ICT procurement and contract management activities, including complex investigations and reporting, and provide expert consultancy to ICT Services executive, management and staff in relation to tender evaluation, the preparation of recommendations, negotiation of contracts and the execution of agreements.
5. Lead multi-disciplinary teams, and provide strategic advice on the management of significant financial and physical resources, in the development and delivery of complex ICT procurement projects to deliver cost effective and fit for purpose products and services that uplift school, preschool and corporate ICT environments.
6. Lead and undertake the development, implementation and evaluation of policies, processes and systems which ensure external service providers, consultants, contractors, vendors and partners are managed in accordance with contractual arrangements.
7. Lead and oversee the identification, monitoring and address of critical risks and issues that impact on procurement and contract management activities including ensuring appropriate frameworks and compliance mechanisms are implemented.
Key requirementsfor the role include :
8. Extensive experience in strategically leading, managing and evaluating critical procurement programs, projects and services which encourage innovative practices, deliver continuous improvement and achieve business outcomes within a large, complex organisation.
9. Extensive experience in leading and undertaking complex investigations and reporting processes, including applying strategic and systems thinking, and ensuring compliance with all approved governance processes, relevant Agency and government policies, regulatory requirements and agreed standards.
10. Highly developed interpersonal, written and verbal communication skills, to influence, consult and liaise collaboratively with a range of customers and internal and external key stakeholders, and provide sound advice and high-level documents to senior levels, taking into account business, financial and strategic issues.
11. Sound knowledge of the planning, delivery and evaluation of ICT programs and projects and the operation of applications, systems, and platforms within an educational environment.
12. Demonstrated ability to apply a high degree of attention to detail and original thinking to identify and analyse complex problems, formulate and implement innovative solutions, empower and motivate team members and promote continuous improvement and a partnership approach.
SpecialConditions:
Thesuccessful applicant is required to gain a Department for HumanServices (DHS) working with children check (WWCC) prior to beingemployed which is required to be renewed every five years beforeexpiry. The incumbent will be required to undertake RRHAN –EC(Responding to Risks of Harm, Abuse and Neglect - Education Care)Facilitator Lead (Masterclass) extended course or the online(Fundamentals) course which will be required to be updated everythree years.

Remuneration:
ASO8$119,317 - $123,822 per annum.
