About the Role The Senior Finance Business Partner - Road Maintenance is an integral position within the Finance Business Partnering function of the Finance Division responsible for providing effective and efficient financial business partnering services to internal clients. The Senior Finance Business Partner - Road Maintenance will be responsible for leading and providing high-quality financial business partnering services specifically related to road maintenance activities. This role involves overseeing the financial monitoring and reporting of road maintenance projects, ensuring alignment with the organisation's financial strategies, frameworks, and policies. The FBP will support effective decision-making by providing expert financial advice and analysis, maintaining financial integrity, and ensuring compliance with government and departmental financial policies. Position Outcomes / Accountabilities Financial System and Project Controls Management: Oversee the setup and maintenance of road maintenance projects and subprojects within the Oracle Project modules: PFM (Project Financial Management) and BFA (Budget Forecasting Application). Budget Allocation: Collaborate with Business Units across DTP groups and the Project Management Office (PMO) to distribute project budgets effectively across subprojects in line with departmental priorities and guidelines. Financial Monitoring and Analysis: Perform regular reconciliations between Oracle EPM, PFM, and BFA systems to identify and resolve discrepancies. Ensure compliance with the Financial Management Act, and the Directions of the Minister for Finance, and adhere to departmental financial strategies, policies, and procedures. Coordination and Communication: Serve as the primary point of contact for coordinating budget updates and carry-over processes between Business Branches/Teams, Portfolio Financial Management, and Portfolio Management Office. Reporting: Prepare and deliver accurate, timely monthly and quarterly financial reports on road maintenance to Department Executives, Business Units across DTP Groups, and Road Maintenance governance groups. Ensure the reports provide valuable insights for decision-making. Apply advanced problem-solving skills to identify, develop, recommend, and implement innovative strategies and solutions to enhance financial business partnering frameworks, systems, policies, and processes. Qualifications and Experience Desirable Tertiary qualification in a relevant or a related discipline such as Finance and/or Project Cost Control. Membership of CPA or CA Relevant Finance, Project Cost Control or Accounting degree which includes all foundation requirements.
