We are hiring for a Senior Business Analyst Max Term contract until September 2026 This is a unique opportunity for you to join the Reserve Bank’s payments team that owns and operates RITS, Australia's real-time gross settlement system. This is fixed term position where you will support the Payments Operations Program which is uplifting the operation, IT controls and governance of a payments system that moves around $230 billion dollars between financial institutions each day and ultimately settles all non-cash payments in Australia. In the Payments Operations Program, you will work with both business and IT departments which manage RITS to promote the public interest by ensuring the reliable, safe, and efficient functioning of critical national infrastructure, which is essential to support the day-to-day business of the Australian economy. We are seeking a highly skilled Senior Business Analyst who will contribute to uplifting technology standards, processes and systems related to the RITS ecosystem. Experience Good understanding of business analysis for large-scale infrastructure transformation/migration programs. Strong background in IT business analysis and knowledge of infrastructure technologies. Demonstrates strong technical aptitude with experience in system analysis, design, and implementation. Knowledge of database management systems, software testing, and integration. Proficiency in business analysis tools and techniques, including requirements gathering, process modelling, and data analysis. Strong preference for IIBA CBAP Certification or equivalent demonstrated experience. Support certification is also valued. Requires and supports the development of BA Practice internally through relevant leadership, mentoring, or resource development roles within the RBA BA Community of Practice. Requires at least practical/applied formal training in business analysis. Encourages and supports ongoing commitment to formal or self-directed training and cross-skill initiatives. Objectives: Conduct ongoing reviews and evaluations of business processes to identify areas for optimisation and develop strategies to enhance efficiency and effectiveness. Plan and manage the Business Analysis approach for projects ensuring alignment with organisational goals and SDLC best practices. Elicit, analyse, document, communicate, and manage business requirements to ensure they are clearly understood and met. Provide subject matter expertise to support pilot and implementation planning, change management, test planning, and the creation of training materials. Design and implement strategies for gathering, reviewing, and analysing data requirements to support informed decision-making. Translate complex business, strategic, and technical information into concise, understandable formats for diverse audiences. Understand, document, and communicate the objectives, drivers, and business value propositions of changes to ensure stakeholder alignment. Prioritise initiatives based on business needs and requirements to maximise value and impact. Perform solution evaluations during procurement, Proof of Concept, pilot, and post-implementation phases to ensure quality and fitness for purpose. Technical Capabilities: Proficient in all phases of the Software Development Life Cycle (SDLC), including requirements gathering, design, development, testing, deployment, and maintenance. Skilled in integrating various systems and applications, ensuring seamless data flow and functionality. Capable of creating detailed technical documentation, including system specifications, user guides, and process flows. Expert in managing and documenting system requirements, ensuring they are clear, concise, and testable. Experienced in designing technical solutions that meet business requirements, including system architecture and data models. Able to communicate complex technical concepts to both technical and non-technical stakeholders, ensuring understanding and alignment. Experienced in various project methodologies, including agile, waterfall, and hybrid approaches, ensuring successful project delivery. Experienced in uplifting processes and systems with improved technology controls to ensure a demonstrable improvement in operational risk. Experienced working within infrastructure services domain as it relates to systems that support business applications.
