THE ROLE
The primary purpose of the SHS&T Advisor role is to provide support, education and advice to the site operations team. SHS Management is one of the key deliverables for the business and to demonstrate to state legislative bodies that they have safety management processes developed and have sufficient rigour to control the business risks and meet the standards established by the states Acts and Regulations.
Specific Responsibilities:
SHS
1. Assist site personnel in the development of site and task specific risk assessments, operational procedures and work instruction and conduct ongoing reviews of the effectiveness and compliance to risk control measures.
2. Develop and/or review the site induction with the respect to both Qube and owner requirements when working on common user sites and with the perspective of employees potentially coming from a varying range of backgrounds.
3. Liaise with third party site representatives (Port Authorities, client reps etc) and regulatory bodies for the purposes of undertaking investigations, obtaining key information, conducting joint risk assessments and communicating the Qube SHS Management Plan.
4. Drive the established SHS consultation and communications processes, including the WHS Representatives, WHS Committees, and toolbox meetings.
5. Provide the site with leadership and assistance in the development of a safety culture and environment which is consistent across all safety-critical functions.
6. Develop, implement and monitor the site SHS Management Plans to meet the site performance targets and meet the Business and Corporate requirements.
7. Establish, implement and monitor an inspection and audit programme for the sites including all maritime safety requirements, mentor staff in the carrying out of these activities.
8. Implement the change management standard when processes change on site and ensure that all change management objectives are meet and complied with.
9. Provide advice and support to the site manager ensuring that all legislative and legal obligations are adhered to in regards to WHS and workers compensation.
10. Lead, mentor and coach site operations staff on SHS accountabilities to ensure that SHSMS is being implemented effectively on site.
11. Providing support to site based management on RTW and Injury Management.
12. Undertake analysis of the site SHS performance, identifying trends and follow-up initiatives to address identified current or emerging trends.
13. Compile high quality and accurate monthly reporting on SHS performance.
14. Provide ongoing advice on best practice SHS by stying current with regulatory and industry SHS matters including legislation, codes of practice, standards and other shared resources.
Training
15. Develop and implement site training plans, skills matrices and budgets;
16. Schedule, develop and deliver training and assessment programs in consultation with Operations and Labour Managers
17. Coordinate necessary training resources at sites
18. Manage training records in line with Qube’s record keeping processes
19. Monitor skill ratings in Microster in consultation with Operations Manager; ensure consistency with training records
20. Monitor learners progress and determine when they are ready to be assessed and signed off as competent
21. Plan, coordinate and oversee part-time workplace trainers to conduct training and assessment
22. Coordinate traineeships
23. Close gaps identified in audits
24. Provide monthly reports on State training activities

27. Use personal protective clothing or equipment provided by the company when applicable
28. Take good care and maintenance of company and client equipment

30. Report any injury or harm to health of which you are aware of that arises in the course of, or in connection with your work, however minor
31. Co-operate as necessary so that the company is able to carry out its SHS obligations
32. Co-operate with the rehabilitation program where required

41. Follow the requirements of the SHSMS documentation including Rules, Procedures and Instructions
42. Identify system shortcomings and opportunities for improvement
Be Prepared To Work Safely
43. Report to duty in a fit state, free from fatigue the influence of alcohol or other drugs
44. Wear required Personal Protective Equipment and operate plant equipment safely
45. Participate in consultation activities regarding matters affecting your health, safety and welfare
46. Participate in relevant SHS training and maintaining your SHS related competencies
47. Engage in Work only when in possession of required and current Certificates of Competence
Qualifications and Experience:
48. Tertiary qualifications in OHS/WHS.
49. Minimum TAE40116 - Certificate IV in Training and Assessment or its successor.
50. A minimum of five years leading on an operational SHS environment.
51. Incident Cause Analysis Method (ICAM).
52. Experience in the implementation and management of safety management systems.
53. Identification and implementation of effective SHS initiatives.
54. Ability to develop tactical plans to address safety issues.
55. Heavy industry experience (mobile plant, lifting) preferred.
56. Return to Work Coordinator.
