Who we areThe Finance Division supports the department to be efficient, effective, and financially sustainable through our business partnerships, the Finance Service Charter and our specialist centres of excellence. The division provides financial and management advice and support to the department, the offices of the minister and assistant ministers and to industry stakeholders. The division delivers on business objectives through the provision of high-quality customer service, advice and support and a nationally consistent approach to business, with consideration to the government’s tight fiscal environment, its significant reform agenda and the department’s imperative to maintain financial sustainability.Financial Services Branch administers policies, provides quality advice and a high standard of service in a range of functions including travel, credit cards, procurement, grants, accounts payable, accounts receivable, appropriation management, insurance, financial policy, and reporting.The Central Procurement and Contract Management Section administers the procurement policies, guidance and templates; and provides advice and support on procurement activities. The Section is responsible for quality assurance reviews of procurement documentation and governance. The Section also supports the agency with procurement related processing and reporting functions. The section takes pride in creating and influencing continued improvement activities. The section is also committed to promoting environmental sustainability in procurement. We work closely with our colleagues in other enabling services including legal, risk, finance, property, information technology and human resource functions.The JobProvide quality, considered advice on the department’s procurement processes and the Australian Government procurement framework which effectively considers risks and the department’s priorities.Influence strategic direction of procurements and contract management plans.Review procurement documents including requests for quote/tender, draft contracts, probity and evaluation plans, and approval briefs in accordance with Australian Government Policy Framework and the departments governance processes.Ensure compliance with legislative obligations, the procurement framework, the department’s risk framework, and internal governance processes.Prepare reports for stakeholders and to support executive decision making and briefings.Advise business areas with complex procurements including open tenders; advising on probity, review of tender documents and related plans.Assist with continual improvement activities including development of internal documents i.e. tender documents, Standard Operating Procedures (SOPS), templates.Assist with the delivery of procurement policy and systems training for departmental staff, including group training sessions and one on one training.Promote best practice, environmentally sustainable procurement, and engagement with First Nations businesses.Effectively manage competing priorities.Contribute to development of procurement practices in the agency.What we are looking forKnowledge and experienceExperience using TechnologyOne or similar financial management information systems or a demonstrated ability to quickly become familiar with its use.Experience leading or contributing to implementation of best practice approaches to developing capabilities or operational effectiveness.Experience interpreting legislation, policies, and processes that form the Commonwealth Procurement Framework.Skills and capabilitiesStrong written and verbal communication skills, with the capacity to convey complex information in a clear and concise manner.A calm, flexible and professional approach.An ability to deal effectively with change.Self-motivation, and an ability to manage priorities in a fast-paced, responsive environment.Demonstrated ability to provide a high standard of professional customer service, corporate or systems support to clients.Demonstrated skill in communicating in a professional customer service context to a range of stakeholders on complex matters, including risk, legislation, policies, and compliance matters.Ability to proactively engage with stakeholders and build strong working relationships.Demonstrated skill in collaborating to achieve priorities, including developing effective partnerships with internal and external stakeholders.Demonstrated commitment to inclusive workplace practices, and a high degree of personal integrity.Demonstrated leadership qualities, and an ability to lead a team of client-focused, solution-driven staff who have clarity on their roles, responsibilities, and expected values and behaviours.Desirable qualificationsCert IV in Government Procurement and Contract Management desirable but not mandatory.Eligibility and other requirementsCitizenship - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.Security Clearance - This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.Pre-employment Check - Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months.
