About The Role
The National HIM Manager provides operational leadership and management of health information services, health information systems, collection of clinical data in accordance with medical, legal, ethical and legislative requirements and related personnel across our national network.
The role has responsibility for planning, developing, implementing and managing health information services and systems including the quality, integrity, accuracy and confidentiality of electronic and paper medical records; clinical coding, grouping and analysis of clinical information for billing and health fund negotiations, quality and research purposes; data submission to external parties; health record form design; development and implementation of policy and procedures associated with control, use, storage and retrieval of health information and the management, training and development of the health information management team. The role is also accountable for the coordination of access and release of health information as Icon’s Privacy Officer and is the legal custodian of the medical record in both electronic and written format.
Key Tasks & Responsibilities
4. In collaboration with clinical leaders and other relevant Icon personnel, plans, develops, implements, manages and administers health information services.
5. Oversee the medical records departments to ensure appropriate storage, retrieval and destruction of all written and electronic medical records are in accordance with current Icon policies and procedures.
6. Coordinates various quality improvement activities to ensure data integrity of the medical record (both in written and electronic formats), and clinical coding.
7. Analyses clinical data for billing, quality and research purposes; data submission to external parties and health fund contract negotiations.
8. Oversee that HIM staff are transferring relevant activity data for all Icon sites through data submissions to internal and external third parties in a timely manner. This includes government departments, cancer registries and health funds, using a secure method of transfer.
9. Assesses work regularly to ensure there is continuous improvement in clinical coding and collection of quality health data
10. Oversee HIM staff to ensure the design, effectiveness of existing medical record forms and distribution of medical record and other relevant clinical forms ensuring compliance with Australian Standards (e.g. AS2828) and statutory requirements.
11. Oversee HIM staff to ensure that enquiries (written and verbal) regarding release of information requests under various relevant Acts and Subpoenas; various third parties; requests from public/patients for information; and other Health facilities are undertaken legally and in a timely manner
12. Facilitates recruitment, selection and training of all HIM and medical typist staff.
13. Conducts performance reviews and facilitates the development of all direct reports
14. Liaises with VMOs, nurses, other health professionals and administrative team members and related personnel management, training and development of the health information management team
Skills & Experience
15. Bachelor of Health Science (Health Information Management) or equivalent/similar
16. Eligibility for membership to HIMAA
17. Previous Health Information Management experience
18. Auditing experience and spreadsheet skills
19. Post Graduate Qualifications in Education/Vocational Training desired
Our ideal candidate has:
20. Clinical knowledge of disease (e.g. haematology and oncology) and clinical coding using current ICD edition; knowledge of AR-DRGs and private hospital industry.
21. Strong technical knowledge of clinical systems and their impact on staff and performance, the ability to be the subject matter expert and collaborate closely with IT to streamline workflows and enhance quality documentation.
22. Demonstrated ability to lead, engage and delegate initiatives to individuals/teams and hold them accountable ensuring a culture of success to achieve the Strategic Goals, Vision, Mission and Values of Icon.
23. Demonstrated ability to set standards for safety and quality and to exercise due diligence to ensure safety and quality risks are addressed and complies with relevant standards, state and national regulatory, ethical and privacy ensuring a culture of safety and optimal standards of care.
24. Demonstrated ability to design, plan, coordinate and deliver innovative learning and development initiatives and adjust to deliver on time and on budget.
