About the Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
The Reintegration Senior Manager will lead initiatives across Australia, the Pacific, and Timor-Leste to ensure the successful social and economic reintegration of returning PALM workers. The role will involve designing and delivering tailored support for partner countries, Pacific and Timor-Leste workers, and Approved Employers and facilitate senior-level partnership brokering with key stakeholders, including IOM, ILO, NGOs, government entities, and business partners. Additionally, the position involves sharing valuable insights across PLMSP and advisory support to DFAT and DEWR, leveraging a high level of influence to enhance reintegration outcomes.
This is a fixed term opportunity required for 4 years with possibility of extension.
The Reintegration Senior Manager will be responsible for:
* Oversee the development and implementation of the PALM scheme Economic and Social Reintegration Strategy across the worker life cycle.
* Collaborate closely with governments, PLMSP country programs, and key stakeholders in PALM sending countries to align reintegration strategies and plans with national priorities.
* Support the production and timely submission of all Reintegration Team deliverables, including regular reporting and budget management.
* Collaborate with the Worker and Family Agency (WAFA) Lead to manage the Reintegration Team, overseeing the entire employee life cycle, including recruitment, onboarding, task allocation, mentoring, capability building, performance management, career development, and exit processes.
Position Requirements:
We are seeking an individual who will bring:
* Tertiary qualification in a relevant field (public policy, social sciences, business development) and 10 years of experience in international development, project management, and labour mobility programs, preferably in the Pacific and on labour mobility programs.
* Demonstrated experience managing and coordinating teams across culturally diverse contexts and multiple countries.
* Proven experience in managing budgets and resources to ensure the timely execution of deliverables.
* Strong interpersonal skills with the ability to effectively engage stakeholders across diverse cultural contexts, build partnerships, and work both independently and collaboratively.
