The Operational Capability Branch (OCB) is the driving force behind Australian Border Force's (ABF) technologies. Our Branch also provides support to the ABF in their frontline activities to detect illicit substances from entering Australia and sustainment of technologies such as X-Ray machines, CCTV, UHF, trace and detection equipment and In -Vehicle Tracking (IVT) devices to operational areas. Our Branch works collaboratively with stakeholders at a strategic and operational level to enable effective border outcomes.
The CCTV and Enforcement Communications (CCTV &EC) Section is responsible for the design, installation, support, maintenance and upgrades to operational Enforcement Communications, including UHF and CCTV systems at airports and seaports, networks in regional centres including the Torres Strait where there is an operational ABF presence. The team undertakes research, reviews and evaluates projects and collaborates with stakeholders to establish project initiatives. The team is also responsible for deployable tactical satellite communications systems and the delivery of projects funded under the Capital Investment Program.
The Operational Communications Enhancement and Remediation Project Team delivers projects that enhance the Departments Communications network and infrastructure utilised by the ABF and its stakeholders.

Our ideal candidate
The position holder is responsible for managing, and contributing to, a rolling proactive and reactive national project. This program protects the capability and usability of one of the world's largest geographically dispersed UHF operational Enforcement Communications networks which includes UHF, marine, satellite, 4G and other emerging communications means and technologies to support ABF operational capability requirements. The position holder is responsible for contributing to efficient and effective planning, financial management, governance, performance reporting, procurement, contract management and administration for the Enforcement Communications Team.
This position will work with a level of autonomy as part of a small team within the Project team to contribute to best practice procurement activities, within Departmental policy and guidelines, Public Governance, Performance and Accountability Act 2013 and the Commonwealth Procurement Rules. They will build and maintain strong relationships with stakeholders and manage day to day governance and procurement operations. The position holder may also be asked to assist with similar tasks in the Operational Capability Branch from time to time and support other teams with their work.
Duties and responsibilities
1. Use existing government contracts, Panel arrangements and other appropriate procurement mechanisms to procure services and hardware
2. Contribute to Branch procurement activities such as open approaches to market, contract variations and Panel contracts
3. Provide procurement and contract management advice and support to the Section and stakeholders in relation to contract establishment process and ongoing management including identification of opportunities to improve procurement outcomes, efficiency and value for money
4. Monitor and control contract whole of life costs and ensuring sufficient funds are available to support all contract payments
5. Maintain strong stakeholder relationships and support contract managers with contract enquiries, issues, disputes, variations, risks, negotiations and co-ordination of large and complex extensions or approaches to market.

Role requirements/qualifications:
6. The occupant of the role must hold at a minimum, a Certificate IV in Procurement and Contracting (or equivalent) or be willing to attain as a matter of priority (mandatory).
7. The occupant of the role must have at least 2 years minimum recent experience in a primarily procurement or project based role (mandatory).
8. Knowledge and experience in government procurement and contract management activities (highly desirable).

To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance and an Employment Suitability Clearance (ESC).
