The Opportunity:
The SSE provides strategic and tactical safety management and safety engineering services in support of the Materiel Certification (MC) and Introduction Into Service (IIS) of capabilities acquired through the CIED Acquisition Program. The SSE has a level of technical authority that permits drafting and reviewing of key systems safety and technical documentation. The SSE coordinates Systems Safety Working Groups (SSWGs) and fosters a collaborative safety culture and the sharing of safety knowledge within the CIED Acquisition Program.
Responsibilities
1. Support development and ratification of the System Safety Program Plan (SSPP)
2. Enact the SSPP including proactive management of system safety engineering activities
3. Conduct safety risk assessments in support of key project activities
4. Provide input to the development of technical specifications and related acquisition contract or tender documentation
5. Support contract negotiations and tender evaluation activities, as required
6. Review contractor safety deliverables and Objective Quality Evidence
7. Conduct and/or participate in mandated system reviews and capability acceptance activities
8. Conduct safety activities in support of the planning, conduct and reporting of T&E activities
9. Develop Safety Case Reports (SCRs) and Hazard/Risk Logs for CIED capabilities
10. Coordinate and/or participate in program and project safety forums including SSWGs, liaising with key Defence and external safety stakeholders
11. Support planning for transition of CIED capabilities into service
12. Contribute to project meetings and working groups
13. Conduct safety activities in support of the MC and IIS of CIED capabilities, which may include:
Qualifications, Skills and Experience
Essential:
14. Current (or ability to immediately gain) Technical Proficiency Level 4, holding an accredited or recognised 4-year engineering degree and has completed a minimum of 3 years of engineering experience after completing the degree
15. Demonstrated application and working knowledge of systems safety in accordance with WHS Legislation, MIL-STD-882E and Defence/CASG policies
16. Verifiable recent systems safety engineering experience in Defence projects within the One Defence Capability System
17. Recent experience in the development and management of technical systems safety engineering artefacts
18. Have an Australian Government Security Clearance – Minimum NV1.
Desirable:
19. Technical Proficiency Level 3 (Registered Engineer)
20. Be a Chartered Professional Engineer through Engineers Australia, registered on the National Engineering Register
21. Relevant experience in the Defence Joint or Land Domain within the past 5 years
22. A solid understanding of the Defence Land Materiel Safety Manual
23. Experience in assessing PIOS, prohibited substances and hazardous chemicals
24. Specific knowledge and experience in specialist areas such as non-ionising radiation (ie. lasers and LEDs), radiofrequency radiation, mechanical/electrical engineering, communications systems, T&E/V&V, and/or platform integration
25. Be certified as a Defence Laser Safety Officer Level 1 (LSO1)
26. Be certified as a Defence Radiofrequency Radiation Safety Officer Level 1 (RFRSO1)
