Primary objective The Director Strategic Policy and Process provides high level strategic advice and comprehensive information to guide policy creation to facilitate land development and economic policy analysis to inform the Land Development Strategy, Plan and Program, as well as management of the Northern Territory Subdivision Development Guidelines (NTSDG). Context statement Land Development is responsible for integrated infrastructure planning, preparing infrastructure contribution plans, managing the timing, and sequencing of land development, and the planning and delivery of infrastructure to support the release and development of land with respect to Crown land and NT Planning Commission projects. Key duties and responsibilities 1. Facilitate the strategic land development function, including working cooperatively and influentially across multiple disciplines to inform and support a pipeline of land development projects in accordance with strategic land use plans. 2. Provide a key role in the preparation of Budget Bids to inform the budget process and achieve the objectives of the land development program. 3. Provide strategic advice to inform timing on the land development program, including recommendation of the medium to long term projects to meet land supply needs, based on planning, land supply analysis, engineering, and economic considerations. 4. Manage a program to identify timing of new land development projects, working with the NT Planning Commission to also inform infrastructure planning requirements and their lead time. 5. Lead policy development and policy review including the implementation and administration of new policies and procedures to support subdivision development, including the management of the NTSDG and its Committee. 6. Develop and maintain effective collaborative partnerships with colleagues and key stakeholders within and outside of the department, and the Northern Territory Government, to achieve successful implementation of strategic policy projects that facilitate land development. Selection criteria Essential 1. Demonstrated ability to think strategically, analytically, and laterally to solve problems and achieve outcomes, with the ability to balance commercial, planning, and public policy issues, assess risks and provide reasoned advice. 2. Advanced leadership and management skills, especially with multidisciplinary teams, and preferably with experience in the research, planning, initiation and management of land development projects and programs. 3. Strong project management skills with the ability to develop, coordinate and implement project deliverables related to policy development and/or infrastructure planning projects. 4. Advanced writing skills to prepare a range of policy documents, Ministerials and other correspondence which communicates technical and complex issues succinctly and effectively. 5. Strong stakeholder engagement skills with the ability to manage difficult stakeholder engagements and conflicting priorities and opinions. Ability to use technical reports and legal advice in negotiations to achieve a successful outcome. Desirable 1. Tertiary qualification in business, planning, law, or other related discipline. 2. Knowledge of the economic, political, social, and cultural issues impacting on land development and planning.
