The Planning Manager is the subject matter expert, responsible for the coordinated production of the fully integrated baseline and contemporaneous master programs required for the delivery of project management, engineering design, procurement, construction, installation, testing & commissioning activities on this large civil engineering infrastructure / seawater desalination plant project.
The role incorporates the development and implementation of systems and processes used for the management of timely project delivery in collaboration with interfacing project management discipline leads including cost, risk, and change management, whilst leading the planning and scheduling team on the project.
The Project
The Alkimos SeaWater Alliance project will deliver WA's next major water source - A new seawater desalination plant at Alkimos.
At completion of stage 1, the plant will supply up to 50 billion litres of clean, safe drinking water to millions of Western Australians each year.
The project includes the design, construction, operation and maintenance of the plant with first production in 2028.
Works include marine works and tunnels, seawater intake system, a seawater reverse osmosis desalination plant, groundwater system, drinking water storage and pump system, supported by civil, electrical and bulk earthworks.
Responsibilities
Functional and technical leadership of the planning and scheduling team on the project.
Management of corporate and bespoke planning and scheduling applications, systems and processes required for the successful delivery of the project.
Provide subject matter expertise on planning, program and project delivery to the Alliance Manager, Alliance Management Team (AMT), and Alliance Leadership Team (ALT).
In accordance with the Project Alliance Agreement (PAA), actively promote and drive timely program acceptance, baseline assignment and management with both internal and external stakeholders.
Ensure discipline and rigour in the management of program and reporting workflows, and the use of complimentary planning applications / processes used to facilitate project delivery.
Responsible for the identification and management of approved and non-approved changes to the program and the analysis of delay and disruption cause and effect, required to inform stakeholders and support programme delay and disruption event impact analysis.
Lead the development of mitigation and acceleration strategies to recover program slippage.
Responsible for the production and approval of the Basis of Program, Program Management Plan and other program supporting documentation and interfacing management plans required under the contract.
Adherence with corporate planning and scheduling procedures and development of project specific process workflows required for the management of time on the project.
Required Skills
Tertiary qualification in engineering, construction, or project management.
Excellent verbal and written communication skills (English).
A minimum of 10 years' experience gained whilst working as a senior project planning practitioner on medium to large civil engineering infrastructure, construction, process plant, mining and / or oil & gas projects.
Experience leading the planning and scheduling function on project bids, tenders, and project delivery phase.
Sound understanding of civil / process engineering design, procurement, construction and close-out methodology, sequencing, and productivities.
Skilled in the administration of various contract forms, including the project alliance model in relation to the management of program and timely delivery of the project in accordance with the contract.
Strong negotiation and collaboration skills.
Broad understanding of the application of project management principles, including the management of change, risk, quality, resource, and stakeholders, relating to the management of time.
