Lead negotiations, resolve workplace issues and run advocacy cases in tribunals, on behalf of the statutory employer. This vacancy will focus on one of these primary objectives.Context statementThe Office of the Commissioner for Public Employment is a central agency within the NTPS with sector wide responsibility for developing the NTPS employment framework and delivering industrial relations services.Key duties and responsibilitiesLead and manage complex enterprise agreement negotiations and contribute to and advise on the formulation of policy and strategy in disputes and other employment relations matters.Lead a senior team to manage disputes on behalf of the Commissioner, and represent the NT Government and the Commissioner in complex industrial matters, in industrial tribunals and instruct counsel where appropriate.Contribute to and advise on the development and maintenance of ER advisory standards and industrial and employment relations projects.Lead and implement major sector wide projects in areas of legislative development, policy, and employment law to meet legal obligations and ensure the NTPS has a contemporary and sustainable employment framework.Provide expert ER and IR advisory services to agency CEOs, Workforce Services, operational managers, employees and unions on the full range of employment matters, including major sector wide policy development and implementation, and change management.Inspire and manage teams and individual ER staff on a day to day basis including allocating work and projects, setting priorities and overseeing performance and supervising senior staff.Selection criteriaEssentialDemonstrated successful experience at a senior level in enterprise bargaining, or advocacy and resolution of industrial matters, or the development and application of an employee relations framework and policy development.Highly developed conceptual, analytical and project management skills and demonstrated experience in policy development and implementation.Excellent interpersonal, oral and written communication skills with ability to maintain productive working relationships.Highly motivated with the proven ability to think and act strategically.Demonstrated planning, problem solving and organisational skills, including the effective management of multiple complex and high priority tasks to meet conflicting deadlines.Demonstrated experience in leading and managing people and influencing others to achieve outcomes in a dynamic environment and in a climate of change.DesirableTertiary qualifications in employment law or an appropriate discipline.Sound understanding of public sector processes and structures.Comprehensive knowledge of the NTPS employment framework or equivalent.
