The Role
We are seeking a high performing, motivated and enthusiastic APS 6 Contract Management Officer to join the Pacific Systems Program Office (PACSPO). You will contribute to commercial support of Pacific Maritime Security Program, focusing on the Guardian Class Patrol Boats (GCPB) external maintenance periods.
This position offers an exciting opportunity to work with a team of experts across a unique workforce consisting of Australian Public Servants, members of the Australian Defence Force, Industry and Pacific Island Nation stakeholders.
In this position, you will be accountable under broad direction to perform and achieve complex to very complex contract management work. You will have an in-depth knowledge of legislative frameworks, Commonwealth procurement rules and government decision-making. You will engage in complex problem solving and issues management. You will be responsible for actively managing key stakeholder relationships and will be required to identify stakeholders’ expectations and concerns, develop and communicate methodologies and practices to achieve outcomes.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability.
About our Team
Since the 1960s, Australia has undertaken a range of capacity-building and engagement activities in the South Pacific and Southeast Asia under the Defence Cooperation Program. The centerpiece of Australia's Defence engagement in the South Pacific is the Pacific Patrol Boat (PPB) Program, which involved the gifting of 22 Pacific Class Patrol Boats between 1987-1997 and the current PPB replacement program, which will provide 22 new Guardian Class Patrol Boats to participating Pacific Island Countries. Recognising that the boats are sovereign assets of the participating nations, Australia is committed to providing a range of engineering, technical and logistics support services to ensure the ongoing operational capability of the Pacific Patrol Boat fleet, which is provisioned through the Pacific Systems Program Office.
Our Ideal Candidate
Our ideal candidate will have the following skills and attributes:
1. Procurement planning, tendering and contract formation and contract management activities, ensuring compliance with legislation, procurement policies, processes and procedures.
2. Provide advice, direction, assistance and services for procurement policy, technical, commercial, legal, financial investigation and other requirements to support contract management outcomes.
3. Deliver procurement related documentation including templates, schedule, correspondence, reports, submissions, plans and strategies, risk and performance reviews, contract change proposals and other contract management documentation.
4. Monitor and manage contract administration, performance and risks against the contract and contribute to appropriate action.
5. Mentor and coach team members, set clear performance and behavioural expectations, delegate responsibility, provide leadership and direction.
6. Engage and negotiate with clients and stakeholders and respond to complex enquiries and contract management issues, taking the initiative to identify alternative courses of action where necessary.
