APS 6 - $91,944 - $104,393 per annum plus superannuation Biosecurity Plant and Science Services Division Adelaide, SA; Brisbane, QLD; Canberra, ACT; Darwin, NT; Melbourne, VIC; Perth, WA; Sydney, NSW Who we are The Plant Systems and Strategies Branch (PSaS) leads, supports, enables, and coordinates key functions across the division to enhance risk analysis, stakeholder engagement, support a centralised model for the publication of import conditions, and to progress technical market access negotiations and capacity building with trading partners. The branch is building capacity to enhance our people, processes, and systems to develop and improve capabilities and embed program and project management and change management. The branch also plays a role in supporting the development and implementation of IT systems that enable the division to better manage information, workflows, and decision making on plant biosecurity and market access.
The branch consists of 3 sections including:
Content Change Team Market Coordination & Strategy Stakeholder Engagement Team The Stakeholder Engagement Team (SET) is responsible for engaging with domestic stakeholders on plant biosecurity issues such as import risk analyses, changes to import conditions, and other sensitive issues. The team works closely with a technical branch that conducts import risk analyses and also liaises with state and territory governments, peak industry bodies, growers, and importers who can be affected by the risk analysis work being undertaken. The team also plans and coordinates engagement activities for projects across the division and is a key contact point for external stakeholders.
The Market Coordination & Strategy (MCS) Team operates across the division and the broader department to provide strategic analysis and advice to facilitate Australia's export and trade priorities for plants and plant products. The team applies a portfolio perspective in aligning activities with other trade interests and contributes to the department's strategic approach to priorities with trading partners and international engagement. The team is also the primary liaison point for plant sector industry bodies on export and trade issues and contributes to the industry prioritisation processes for plants and plant products through Horticulture Innovation Australia Limited, the Grains Industry Market Access Forum, and other bodies.
The Job
There are two confirmed positions in SET and one in the MCS team. SET is seeking to fill vacancies to support the team to engage with stakeholders on plant biosecurity risks, issues, and programs. MCS is seeking to fill vacancies to assist with developing strategies to support Australia's export and trade priorities for plant and plant products.
The Stakeholder Engagement Team key duties include but are not limited to:
Assisting the team to engage with stakeholders on plant biosecurity risks and issues (e.g., risk analyses, regulatory reforms, operational changes, suspended markets, import condition reviews, incident management). Assisting in the drafting, revision, and publication of release packages for the three main stages of import risk analyses (formal commencement, draft report, and final report). Undertaking the planning, preparation, and delivery of stakeholder engagement activities which may include liaison with domestic industry and states and territories through workshops, teleconferences, and face-to-face meetings. Working with technical areas to research domestic and international horticultural issues and trade data. Maintaining accurate, detailed records of stakeholder interactions. Supporting or representing the team at internal and external meetings, as required. Providing a range of other administrative tasks (e.g., finance or human resources management) as necessary to support the work of the team. The Market Coordination and Strategy Team key duties include but are not limited to:
Organising and leading coordination of bilateral meetings with key trading partners, which may include international travel to attend the meetings. Assisting in the development of negotiation strategies for the trade of horticultural and grain products in key markets. Providing high-quality policy advice and contribute to the department's strategic approach to market access and international engagement. Engaging with government, industry, and international stakeholders to facilitate cooperation and achieve outcomes for plant trade and export. Business of government activities including briefing, official correspondence, and the diplomatic cable network. Demonstrated ability to work effectively in a team, manage priorities, and contribute positively to team culture. Please note that the merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature.
What are we looking for Knowledge and experience
The knowledge and experience required for the Stakeholder Engagement Team includes:
Experience building and maintaining effective working relationships with a range of government and non-government stakeholders. Experience communicating complex information in plain English to a range of audiences. Interest/experience in the fields of agriculture and/or science would be an advantage.
The knowledge and experience required for the Market Coordination and Strategy Team includes:
Demonstrated application of an analytical and creative problem-solving approach. Well-developed strategic thinking abilities along with excellent written and verbal communication skills. An awareness of export industries and the global trade environment.
