* Primary Objective
This role provides leadership, management, and coordination of comprehensive primary and population health care, ensuring cultural integrity and high standards of clinical care and client flow. The position sits within the Health Services Section and leads a multidisciplinary team of Registered Nurses, Doctors, Aboriginal Health Practitioners and Allied Health Professionals.
Staffing and budget responsibilities
This role reports to the Director of Nursing and Midwifery and has responsibility for cost center management and Medicare.
Direct reports include
o Registered / Remote Area Nurses
o Midwives
o Aboriginal Health Practitioners
o Reception and Administration staff
o Drivers and Cleaners
o GPs for timesheet and leave requirements and provision of support when working within the clinic.
Key Responsibilities
o Responsible for PHC operations including clinical and personnel management to the PHC team.
o Provides support to Miwatj program integration and visiting health providers.
o Ensure the clinic operates in a safe and efficient way and ensuring relevant legislation, guidelines, safety and quality standards are adhered to by all staff.
o Ensure that the clinic is equipped to deliver an appropriate level of primary health care and emergency service.
o Has oversight to meeting National Key Performance Indicators (nKPI) for Aboriginal and Torres Strait Islander Primary health care and cycles of care aligned to the Medicare program.
o Maintains accreditation standard and contributes to continuous improvement processes.
o Plays a key role in the development of guidelines, policy and standards for Miwatj Health to support various complex care models in the primary health care practice areas
o Ensures effective and efficient oversight the of allocated budge and delivers upon medicare generation.
o Has direct line management of a multi-disciplinary team including management of rostering, payments, leave requests, study requests and personnel issues.
o Partakes in clinical patient care in peak periods of demand.
o Leads by example to foster a positive workplace culture through good leadership practices and role modelling behavior
Qualifications/Professional registration/other requirements
o Eligible for registration with AHPRA as a Registered Nurse
Selection Criteria
Essential minimum requirements
o An understanding of and commitment to Aboriginal Community Control and self-determination
o An understanding of the issues faced by Yolngu people living in remote settings
o Current registration with Nursing and Midwifery Board of Australia
o Minimum of 5 years’ experience as a registered nurse with a minimum of 2 years’ experience working in a remote or regional community
o Excellent communication skills that build and lead a team to ensure excellent relationships internally and with external stakeholders.
o Demonstrated knowledge and understanding of indigenous culture and social determinants of health.
o Demonstrated ability to interact effectively with people from a diverse culture, where English is not their first language.
o Demonstrated commitment to supporting and developing a Yolngu empowered workforce.
o Experience managing conflict, performance issues and in supporting teams to develop and grow in a challenging environment.
o Highly developed managerial skills including excellent knowledge and demonstration of behaviors that support innovation and development of strategies to improve service delivery and cohesion among the team.
o Ability to analyse and interpret relevant data that guide continuous quality improvement and demonstrated experience and understanding of the accreditation process.
o Demonstrated ability to be solutions focused by adapting practice, policies, standards and guidelines to meet changing demand and changing situations.
o Highly developed knowledge and understanding of the social and cultural issues, influences and sensitivities that influence health care and delivery of service programs for individuals and groups
o Current manual NT driver’s license.
o Current Remote Emergency Care course and/or Advanced life support.
o Immunisation certificate appropriate for the Northern Territory.
Desirable
o Graduate Diploma beyond entry-to-practice in specialty area of clinical nursing/ midwifery
o Ability to speak an Aboriginal language from the region and/or knowledge of traditional kinship systems operating in the region
